They have a flap with an adhesive strip applied, protected by a paper or foil strip. This protective strip is removed before using the bag.
The adhesive can be designed for multiple uses or for single-use, where opening the flap damages the foil.
The bag can be reused multiple times without compromising the adhesive strength of the flaps.
